All Regulations Related to Construction of Electrical Power Transmission Iron Towers issued by the Ecology and Environment Ministry of the People's Republic of China 

As an important power infrastructure, construction and management of electric power transmission iron tower must follow relevant laws®ulations. Specific provisions regarding environmental protection, planning, construction, acceptance inspection, and operation and maintenance work of electrical power transmission iron tower work are listed as follows:

I. Planning and Site Selection

1. Land Utilization Planning

Construction of electric power transmission towers must conform to the overall land utilization plan and urban-rural planning and avoid occupying sensitive areas such as main farmland and ecological protection red-line zones.

If the construction site is adjacent to areas with large population such as residential districts , schools and hospitals and so on., rigorous environmental impact assessment (EIA) and approval procedures shall be carried out to ensure no bad impact on the surrounding environment and people health.

2. Environmental Impact Assessment

According to the Environmental Impact Assessment Law,environmental impact assessment shall be carried out on construction work of electric power transmission steel tower, this assessment work includes electromagnetic radiation analyzing, noise, ecological impacts and other factors, and thencorresponding environmental protection measures shall be carried out. 

II. Construction and Construction Standards

2. Design and Technical Specifications

 Electric power transmission towers design shall strictly follow national power industry standards, these standards includes requirements for grounding, structural safety, electrical performance, lightning protection and so on. 

Ensure that safe distance is kept between the towers and buildings surrounding them, trees and other structures. For example,the horizontal safe distance between buildings and power transmission lines with 110 kV and below shall not be less than 1.5 meters, and the vertical safe distance shall not be less than 3 meters.

3. Management for Construction Process

Construction work shall be carried out according to the construction process flow so as to ensure that quality of power line project can meet the design requirements.

Geological and meteorological conditions for selection of power transmission line tower foundations shall be taken into account, and construction process for foundation shall be strictly accordance with design specifications.

4. Construction Permits and Safety Inspection

Construction company can start construction only after a construction permit is obtained. Construction company should possess corresponding qualifications, and related construction workers or staffs shall possess professional skills.

Departments in charge of safety shall conduct safety inspection on the whole construction process. Construction company shall make a safe construction plan, mount safety warning signs and carry out safety education and training on all employee.
